Carney would have been an ideal candidate for the old Progressive Conservatives - so, yes
I suspect that part of it is that many people are too young to remember the Liberal vs. Progressive Conservative days in Canadian politics and are unaware of how far rightward everything shifted post-Reform/Alliance/CPC. If your only reference is Poilievre on the right, I guess Carney seems left.
