Refugee return has often been implemented elsewhere, with international support – take Bosnia, Kuwait and Rwanda – and in some cases military enforcement. But for Palestinians, the Global North has opposed return.

Some signs that a nation has gone rogue:

1. Withdrawing from financial support commitments to ally nations.
2. Threatening ally nations with invasion.
3. Invading other nations under thin pretense and stealing their resources.
4. Withdrawing from treaties of international cooperation.
