There is only one real "guardrail" against DHS horrors: taking away headcount, money, guns, tech, powers.

DHS is openly defying oversight (I wrote up one example here lpeproject.org/blog/immigra...).

This is a common evolution in policing as agencies comes into their own as a political force.
