Yep. Every one of those grown ass adults is responsible for what they do or don't do, regardless of who told them to do it (following orders is not a legal defense).
For what it's worth, Kristi Noem did not HAVE to say anything she didn't want to say. She is an adult. She could have left the administration if she was so appalled by the lies she was told to say. She didn't. She stayed, and was a mouthpiece for the lies.
