He does not have the votes in Congress.

I've lived through seven presidents who, for better or worse, followed the laws. Where they didn't, the people took them to task in court, and hashed it out to some measure of justice. I'm disgusted by the current admins ignoring of the US Constitution, the separation of powers, and the rule of law.
