What privilege do I need to be able to execute:

in an Always Free 23.26.1 database?
I've granted ALTER SESSION and DB_DEVELOPER_ROLE, but I still get ORA-01031: insufficient privileges
Is it simply not allowed on Always Free?

These days RU's are full of features, so mikedietrichde.com/2019/04/10/s... isn't as true as it was. I look at mikedietrichde.com/2019/04/17/w... and I'm still in doubt.
Are there other dangers in increasing COMPATIBLE from 19.0.0 to 19.11.0 beside not being able to downgrade?
