A very basic question about solar and wind congestion: it's highish today in some areas because it's cheaper to have some congestion some times? Grid buildout is too slow or ignored? Or? Further simple explanations welcome

Today at COP29, the US announced a roadmap to deploy 15 GW of nuclear by 2035, & 15 GW per year after that by 2040, for a total of 200GW by 2050.
