IMO, the answer is two-fold.
One, I have a moral duty/obligation, as a human, to care for others.
Two, it's not like these votes are unanimous. There are plenty of people in these areas who didn't vote that way.

Why is the answer never to respect that voters are adults who make choices?
The loud, repeated message is “close hospitals and nursing homes in my community, taking money from cities to pay for them makes me feel left behind.” You don’t have to agree, but have the respect to listen.
