Tax-payers then pick up the tab as Thames Water raises prices to 'pay the money back' to themselves with £292.5 million interest on top. It'll still be nationalised 6 months down the line...
At the foot of this story you get to the nitty gritty. The 'debt package' involves tax-payers paying £3bn plus 9.75% interest to hedge funds which already own Thames Water. It's a blatant wealth transfer. The 'complex argument' is actually simple: nationalise.

I used to process Pension Credit claims for DWP. There is a 3rd group that Labour isn't talking about: those who are just over the threshold for PC, usually by a few quid (I had to reject a claim that was 36p over). They have no other incomes and now no WFP. The 'rich Vs poor' is gaslighting.
