100% this. Citation farming, like most forms of academic careerism, is a degrading game played for absurd and/or tiny rewards.
Don't let this keep you from following your interests. If your goal is anything else than enjoying to study the things you are curious about, science may not be the best field for you anyways

A lot of people talk about it but when they start doing it…
30 years after arriving in the US, I just resigned from Northwestern and we sold our house.

We are an American family, I became a citizen in 2014, and until recently did not expect to ever leave. But now, this no longer feels like the right place to raise a family and pursue a research career.

The graduate visa route needs tightening, because it is very obviously being used as a migration back door. I mean, if you want more migration, then argue for it, but be frank about it.
