the main difference is, while bacon has his share of quotable lines for sure, they are all simply aphorisms. people quote them because they agree with the sentiment, not for the prose. nobody quotes "knowledge is power" because they think the words themselves are beautiful.

At some point "letting people do whatever they want forever" is simply an excuse for gross negligence. You don't have to be a Nanny State Supporter to recognize that a society that lets people inflict this type of abuse aginst others without punishment is worse to live in than one that punishes it.
