In the Comey indictment(s) controversy, Halligan has submitted two versions that can't both be true. 



Her 11/14 Declaration says the GJ voted only once, on 3 counts.



Her 11/20 Notice says they voted twice: one vote on 3 counts, a new "package" was prepared, and a second vote on 2 counts.

Among the cases is N.A., a 42-year-old mother from northern Gaza, who told PCHR she was raped four times by Israeli soldiers and subjected to repeated torture and humiliation in detention after she was detained while passing through an Israeli checkpoint set up in northern Gaza in November 2024. 📌 Her testimony in full: “At dawn I heard the soldiers shouting, saying that morning prayers were forbidden, and I think it was the fourth day after my arrest from Gaza. The soldiers moved me to a place I didn’t know because my eyes were blindfolded, and they ordered me to take off my clothes. I did so. They put me on a metal table, pressed my chest and head against it, cuffed my hands to the end of the bed, and pulled my legs apart forcefully. I felt a penis penetrating my anus and a man raping me. I started screaming, and they beat me on my back and head while I was blindfolded. I felt the man who was raping me ejaculate inside my anus. I kept screaming and being beaten, and I could hear a camera—so I believe they were filming me. The rape lasted about 10 minutes. After that, they left me for an hour in the same position, with my hands cuffed to the bed with metal handcuffs, my face on the bed, my feet on the floor, and I was completely naked. Again, after an hour, I was raped fully in the same position, with penetration into my vagina, and I was beaten while I screamed. I was left naked the whole day in the room where I spent three days. One soldier said they would post my photos on social media. Elections in democracies determine who administers the government; they do not alter whom the government is for. Under any administration, Republican or Democratic, the United States government exists to serve the people of the United States, regardless of their partisan affiliation. Besides, Americans are not as easily divided as Trump might think. Millions of Republican voters live in New York, just as millions of Democrats live in Texas. He cannot tell whom he is punishing by glancing at an electoral map. But even if he could, Trump’s acts of extortion have no place in a democracy. They belong in a protection racket: If you support Trump, you are protected; if you do not, you are vulnerable. If you donate enough cash to Trump, you may receive favorable treatment, including immunity from the law. If you oppose Trump, you may be prosecuted. This is not how a representative government works. It is how the Mafia works.

There’s no Congressional authorization here. Nor is there any imminent threat—not even under an “elongated” conception of imminence. And there’s also a concession that the strike was carried out not to avert immediate harm but to send a message. There’s no plausible argument that this was lawful.
