I do not believe there is a single person who truly believes it was anything BUT a Nazi salute. They are making excuses because he did the thing they speak of in hushed voices and know is frowned on by the world. They're still using dog whistles and he used the full on train whistle.

I'm just going to post an introduction. I'm a university associate professor who teaches gross anatomy and physiology, primarily. My research background is in the neurobiology of reproduction (how your brain regulates what your gonads do, and how your gonads regulate what your brain does).
