As a representative of the United States, if I had let a delegate from Qatar buy me lunch, it would have been an ethics violation. The rules are not complicated. If it looks like a gift, it’s a gift.

While we are calling on the gov to help the public in harm's way, their only focus is finding out "Who Said That?!" instead of actually listening & helping.
If they took as much interest in doing the work as they do punishing your civil servants, letters wouldn't be necessary in the first place.
