The first major set of policy motions in the Charter Reform Commission has posted. They are mostly infrastructure focused, including one on a long-range public project plan (CIP). That one also calls for converting the CAO to a CFO.

In advance of the LA Charter Reform Commission's committee meeting on police reform, @catalystcalifornia.bsky.social and Fair Rep LA members @groundgamela.bsky.social and the League of Women Voters of Greater Los Angeles share their recommended Charter changes in their letter to the Commission.
Honorable Members of the Los Angeles City Charter Reform Commission: On behalf of Catalyst California, Ground Game LA, and the League of Women Voters of Greater Los Angeles, we write to express our shared vision for policing-related charter reform that centers on the experiences, needs, and priorities of city residents, particularly those who face the greatest social and economic barriers and are most marginalized by our democratic processes. Our charter recommendations are as follows: • Racial and Socioeconomic Equity Values Statement and Limit the Use of Pretextual Stops - Sec 570 o The powers and duties of the Los Angeles Police Department should be exercised with maximum respect for racial and socioeconomic equity and prioritize care rather than harm and prevent harm to historically marginalized communities. In exercising its powers and duties, the department and its officers shall not conduct pretextual stops. Suggested language may include, but is not limited to: “In exercising the powers and duties provided under this section, the Police Department and its officers shall always act to prioritize the sanctity of the life, health, safety, and Constitutional rights of all the people of the City of Los Angeles. An officer shall not stop or detain the operator of a motor vehicle based on a vehicle equipment violation or a nonmoving (i.e., administrative) violation.” • Improve Public Accessibility to the Board of Police Commissioners - Sec. 571 o Commission meetings shall be scheduled and held in a manner that maximizes access and participation for all members of the public, with accommodations and considerations to advance that goal, including language access, meeting location, meeting date and time, sufficient prior notice, and providing a meaningful amount of time for members of the public to provide public comment. The Board of Police Commissioners should strive to expand opportunities for the public to engage with the Commission as it conducts its duties. • Expand Commissioner Diversity Demographics - Sec. 571 o The Board of Police Commissioners should ensure that commissioners reflect the city’s diversity, similar to the City of Los Angeles Independent Redistricting Commission and City Charter Reform Commission, which lists diversity demographics to be considered as “racial, ethnic, sex, gender, sexual orientation, age, income, professional, and geographic diversity. The composition of the commission shall include people who have been impacted (e.g., a person directly harmed or who has lost a loved one) by police violence, and experts in civil rights and police misconduct litigation. The Board of Police Commissioners should explicitly state that “a prior arrest or conviction will not disqualify an individual from serving.” • New Requirements for Inspector General Audits - Sec. 573 o Improve overall transparency and limit racial profiling and excessive uses of force by requiring the Inspector General to annually conduct an audit of all stops and uses of force that includes data disaggregated by race and geography. The Inspector General should also be required to annually audit Board of Rights proceedings to assess whether findings align with hearing records and quarterly reports on the outcomes of Board of Rights proceedings. • Protect Protests - Sec. 574 o Under subsection (a), include a provision to explicitly recognize and protect “protests” and uncouple its association with “riots, disturbances, and breaches of the peace.” • Ensure First Amendment Right Protections - Sec. 574 o To ensure the protection of First Amendment rights, including freedom of the press, the powers and duties of the Police Chief should include a provision honoring First Amendment rights and the public’s and journalists’ rights to document activities. • Improve Public Record Disclosure - Sec. 574 o Ensure that law enforcement records are ma… disclosure in response to a public records request, the burden of proof shall be on the Police Chief to establish why the record in question should not be disclosed. We submit our recommendations, which center on the experiences, needs, and priorities of city residents, to further strengthen your efforts to reform policing in the City of Los Angeles. This is fine, but the necessary transformation is giving voters **parties** to reward and punish, not more representatives. When things are bad, there needs to be a group that gets removed from power, not 10k little princelings all with nebulous titles and duties.
