What is going on with the EU's 2040 climate target proposal?

It looks bad from the comms perspective.

I've rarely seen Commission spokespersons change the narrative from one day to another.

Misalignment between different sections of the Commission? Issues with the content?
Any other ideas?

Whenever I post about climate, skeptical folks inevitable respond with this graph. So I decided to do something radical: actually read the underling scientific paper and ask the authors.

What does the new #SBTi standard mean for #CarbonRemoval?

* Does it require companies to start buying #CDR immediately?
* Leave it as a voluntary activity until 2040?
* Or push companies away from the SBTi due to concerns around costs?
