This makes even less sense when you realize the language seems to suggest that I can still do >15 mph on a traditional bike or scooter.
Why should a person on a bike get a criminal summons for traveling 16 mph, while the driver of a 5,000 pound SUV doesn't even receive a ticket for speeding at 35 mph?
