This column is hiding the point it wants to make. We haven’t had a head of bench at DC, HC or CA level in station for longer than six-ish years in the last 25. It’s really a column against limits for CJ.

I should add that that's probably not dissimilar to the standard of review standard in Datafin etc - especially where the body has the power to re-legislate the governing instrument at whim (hence, if I recall, only a declaration about what particular words in constn meant)?

I’m not saying that will prevail either. FWIW, I reckon it gets in the door on publicness etc but with a very light hands standard - prob restricted to meaning of constitution and processes.
