Oooohhh it seems that the Council of Australasian University Librarians (CAUL) have spat the dummy in negotiations with Elsevier. While other publishers have settled arguably better agreements (e.g. Wiley, T&F). The larger more expensive publishers Elsevier, Springer Nature are playing hard-ball.

Hmmm.

Folk realise, āe, that changing appointments power for Reg Stds board from minister to Governor-General doesn't really change anything:
- ministerial appointments are signed off by Cabinet as a collective etc
- Gov-Gen acts in accordance with advice of Cabinet on appointments.

Also, connect the dots. The Regulatory Standards Bill would embed a strong model of formal equality in its set of expectations. But that's hostile to our tradition of substantive equality etc and things like te Tiriti where differential treatment is hard-wired in for good reason.
