I've read a few heist RPGs recently because of my brain misfiring about Shadowrun, and one of my favorites has been Clerk & Dagger.
There's a gamey-ness to it that I find really compelling. Find the ill-gotten coins, steal them IRL from the center of the table, have layout plans for heist locales.

In Dygons Dragon Dossier, there are a lot of tables. I saw this technique to create tables in a live some years ago. Chris used for encounter tables you can use it for anything really.
In medley, it's the whole game.
