Tim Kaine is voting to capitulate. His rationale is that he "secured" a deal for feds-who are a powerful minority in his district, w/ a union. Reminds me of '16 when unions in Nevada kneecapped Bernie b/c they had secured a contract. Unions- boutique niche of American labor, w/ their own interests.
