Not quite, at least according to the book. She said he *should have been* arrested on the spot and that there *should be* some way to remove him but that’s very different than telling Milley to do it.

For this reason, having a record-breaking shutdown is a significant increase in opposition to and de-legitimation of the regime, no matter how it ends.
It was always unlikely Trump would stop his unconstitional seizure of control over spending, which is the stake that really matters
