I think it's especially significant combined with the fact that billionaire Larry Fink introduced him: "... and I am proud to call him a friend, please welcome Prime Minister of Canada Mark Carney".
I can't get over the unfortunate Havel greengrocer reference --- "'Yes, we must all take down our 'workers of the world unite' signs -- give this man a standing ovation"
Carney's speech was ultimately a sales pitch, couched in anti-hegemonic language, intended to pull nations off of the path toward an alternative economic order à la BRICS etc. While being praised as antagonistic toward US power, in fact the speech is acting in service of US geopolitical interests.

Dumping buttloads of money into our military won't do anything to prevent a US invasion. It would not be our military against theirs more than very briefly. Then it wound be prolonged insurgency. I'll be fighting if it comes to that.
