I know quite a few people seem to only think of Merciful Mode in the context of Digimon Adventure Tri. and believe it can only appear when all those Digimon merge together, but that isn't the basic setting for the character. I wonder if this DLC can change this perception.

Only the GAKU-RAN being meant to be continually burning is something I think no one got from the scene in Savers.
Both fanarts and games like Digimon RPG and Super Rumble often portray this form as naturally fully engulfed in flames, which was meant as a momentary situation.

Also, originally Murasamemon had a more traditional Japanese design and Kyo initially was given a more traditional Japanese feel to match.
But Murasamemon's design changed removing the traditional Japanese elements, and so Kyo's design also changed due to this.
