Speculation: a system was prepared for covert AIS-spoofing in Baltic Sea, designed to operate with only slight increases in reports (can occur from natural causes, eg adjusted antenna) that would evade capture.
Nov 2 someone f-ed it and accidentally sent out a much larger than planned data stream.

Today at 1109Z what looks like a mass spoof event of AIS-signal took place in central Baltic Sea.
In an area from approximately Bornholm to mid Gulf of Finland hundreds (thousands?) of new AIS-messages suddenly appeared. A large part of them military ships.
