What you’re witnessing is a populist assault on the BBC.

Roger Bolton was bang on about Panorama just now on BBC Breakfast (~8.50am). In short, it was a dumb and could've been corrected. But right-leaning board with possible Torygraph links (and chair who may have known months before) delayed the DG's response to (I assume) ensure a career-limiting furor.
