CA is also losing 2000 or so public health jobs from one single line item (SNAP-Ed) cut by H.R. 1, along with deep tires to community programs and ultimately ripple effects in agriculture, food retail, and other industries. Other states, too, I just can't speak to their numbers.

Plain language is communication that your audience can understand the first time they hear or read it. This varies by audience, of course. What is common vocabulary for accountants won't necessarily be common for chemists, clergy, or engineers. Know your audience.
