The other is a screenshot from the hearing of the DOH Commissioner MacDonald, and there is a caption of him saying, “I have no…no way to know that.” The beginning of the article says: “A turbulent hearing held by the State Senate in August examined mismanagement of the state’s Consumer Directed Personal Assistance Program (CDPAP). A private equity-backed corporation, PPL, was brought in early this year to run the popular home care program, replacing hundreds of smaller companies.” Page 2. “But the transition to PPL has been plagued by problems. In a recent survey, 55% of CDPAP workers were not fully paid and 20% of consumers had gone without approved services. There are two lawsuits pending over wage theft. At the hearing, Department of Health Commissioner Dr. James McDonald said the key reason for changing CDPAP was “lowering administrative costs,” claiming the state would save $500 million a year. Yet when asked about those savings, or his department’s supposed oversight, he could not give any answers.” Photos of home care consumers who use wheelchairs and home care workers holding signs that say, “Save CDPAP NOW!” “250,000 Workers Unpaid,” PPL Doesn’t Pay” “Hochul! Our Lives are on the line” Page 3. When CDPAP began 30 years ago, disabled people designed a program that gave them control over who comes into their home to help with intimate tasks. By allowing relatives to become paid caregivers, CDPAP addressed the growing need for home care while helping solve both the shortage of home care workers and the desire of families to give their disabled loved ones care without going broke. It also cost the state less than the home care agencies – New York’s other option for Medicaid-funded care – by cutting administrative overhead because consumers (or their representatives) could direct their own care.” Below there is a photo with the caption “Defending the hard-won CDPAP program (Caring Majority Rising, Albany, 2025)” The photo is of home care consumers blocking escalators in the capital with their wheelchairs, one with her fist in the air. In the foreground, there is a capital police officer. Page 4. Not surprisingly, CDPAP grew in popularity. But instead of celebrating its success in meeting an essential need, the Governor saw an opportunity to make cuts, citing “waste, fraud and abuse” that barely exists as a justification. Enter PPL, a corporation designed to profit off publicly-funded home care. Is PPL, in fact, saving the state taxpayers money? The early evidence is an emphatic no. PPL’s incompetent handling of the transition has led to roughly 80,000 CDPAP consumers fleeing the program, most to sign up with licensed home care agencies. According to testimony at the hearing, based on the Department of Health’s own numbers, that switch will cost taxpayers $550 million more per year.
