This.. is going to be a lot of work to avoid pitfalls of it being used by the JBNA, et al. as a cudgel to stop or hamper density in James Bay - I sat in the audience in the OCP hearings - The people that would use this are not fair or willing to compromise. they are bullies through and through.
The City of Victoria is exploring designating the James Bay neighbourhood as a Heritage Conservation Area after Victoria's mayor spoke to council about the weighted responsibility carried by James Bay residents who play host to the city's major events due to its downtown proximity.

Staff says SIPP is watching and was synchronously in contact. Victoria's contribution is 22% of their operations apparently. Our share of the municipal contribution is 35.2%, Saanich is 28.88%; 11 member municipalities and a number of First Nations participants.

... I can't believe they're even considering budget cuts for spends less than like $50k/$100k - Maybe this is ~20 years of enterprise IT skewing my view but what a waste of fucking time.. #yyj #yyjpoli
Kim motivates to keep Theatre SKAM, but amends it to be reduced from $20k to $15k.

Amendment to cut $5k passes.

Now amended motion. Gardiner points out Theatre SKAM gets significant funding from other sources.

Hammond has a lot of problems imaging other people using things he wouldn't' use (this was his main driver for opposing Crystal Pool, if we all remember.) #yyj #yyjpoli
Hammond learning about the GITC program and feeling compelled by food security. Just doesn't feel like funding the program makes sense for people who don't financially need to access the program.

THIS OPTION PLEASE.
Mayor Alto clarifies that any proposed reductions wouldn't touch Crystal Pool to maintain the funding envelope. In other words, Crystal Pool may "cost" the City in other services and programs.

[unless Council decides to forego austerity and own their pool decision by raising taxes]

3. The brilliance of the VicPD budget proposal is how their language parallels Council's own strategic plan and its endorsed Community Safety and Wellbeing Plan. Do with that information what you will; it's all public.

Here we go, special Committee of the Whole meeting where substantive budget talks begin.

See my thread here with thoughts on the municipal budget, both micro and macro.
Budget discussions at the City of Victoria really kick off this afternoon. A few thoughts.

1. Why are we facing an austerity budget? Because Council gave that direction back in March. Proof? You fucking got it.

YEA CO-OPS.
Mayor Alto says the most exciting part of the main motion is staff bringing forward the non-profit co-op piece.

Kim asks if co-ops started by private citizens would qualify. Staff says they'd have to meet the criteria.

Staff also say they're noting more co-op focus federally.

Hey Victoria residents - If you support the very stripped down centennial square refresh please fire off an email to mayorandcouncil@victoria.ca - probably even just a "I support refreshing the square" should do! #yyj #yyjpoli #victoriabc
Another cynical attempt (their.. 3rd chance?) to kill the Centennial Square project completely even though it’s already basically toothless. I’m so sick of do nothing, rich, conservatives ignoring staff and engineers because “taxes” - which i’m sure both Marg and Coleman defer anyways. #yyj #yyjpoli
Three Victoria city councillors are motioning to halt the Centennial Square Revitalization project, citing mounting budget concerns ahead of next week's Committee of the Whole meeting.

Coleman is dead on with this.. Same problem with the MNP report we heard endlessly about - 800 people filled out that survey and we had Councillors treating it like it was wrote. #yyj #yyjpoli
Coleman says that out of the sample size of 700, only 100 replied to a question about reasons for quality of life decreasing, of which the top three are: public safety/crime, high cost of living, poverty/homelessness.
