Only 5 to 10% of viewers vote. It's a 26-way vote, so the percentages involved are low. It's entirely possible to win a country's televote on 10% of the votes or less

pretty disappointing but predictable that the only lesson they've "learned" from last year is to shut everyone out as much as possible
