Occasionally as a litigator you run across an opposing party who repeatedly breaches contracts and settlement agreements and legal requirements — just never abides by them. Generally competent lawyers point out that you shouldn’t do business with or enter contracts with that person.

A FMRAC meeting aeons ago “Canada never has and likely never will train enough physicians for domestic needs”.
Both local education AND programs to licence international graduates have increased (dramatically) since then. (Running out of room!!)

Yes. I interpret this as additional to the current $4B annual tri-council research funding (as well as other existing university funding). This additional money is over 12 years. It also appears to target Canadians who were enticed to work abroad and to entice them back.
