Except that SCOTUS ruled his has the immunity. The ONLY legal recourse to remove him is Impeachment. The will require a flip in the House and Senate, specifically 2/3rd majority in the Senate. You need that to Convict for impeachment and/or to override Vetos. Trump is terrified of the midterms.
