For everyone on active duty: under 10 USC 1034, the Military Whistleblower Protection Act, it is illegal for anyone to take any adverse action or withhold a positive personnel action for communicating or preparing to communicate, with an IG or Congress. Executive Orders have no effect on this law.

The next President needs to revoke pardons. There’s no specific rule prohibiting this. The Supreme Court has held the pardon power is “unlimited.” If the President can’t revoke pardons, the power is by definition limited, not unlimited. Unlimited pardon power means earlier pardons can be cancelled.
