Small scale and local control over transit is the status quo in much of the state, especially Southern California, and has led to:
- OCTA's neglect closing the Surfliner for over a year
- the SBCTA hydrogen train
- Incremental improvements like the Serra siding stalled & SCORE behind schedule

I wouldn't put it past this court to let Texas's maps stand, and then rule against California's, which were passed by the voters.

There's no rational case they could make for ruling that way, but they don't bother to make a case anymore, they just use the shadow docket for illegitimate rulings.
