This is a growing call--I've been poking around to see what would be necessary for an interstate compact to collaboratively run longitudinal surveillance ala YRBS or BRFSS.
This kind of collaborative also has the side benefit of being less fuckwithable, since there's some cross-accountability.

Hmm...I noticed there is no discussion in the report of the point you and OP brought up. When I looked at the study they pulled that data from, it said kids who responded "I don’t know what this question is asking" were excluded. But that seems like kinda important?
