To me, it's Daytona USA Shoutokō Battle (2000) co-developed by Amusement Vision (=>Ryu Ga Gotoku Studio) and Genki. Most of Shutokō Battle's gameplay and design choices also permeated here, so it's never the arcade version proper... or even Daytona USA 2 at home. Until 2011 and 2023 that is!
Daytona USA 2001 is a remake of the seminal classic Sega Racing-Game, Daytona USA - featuring various racetracks, cars, music, and more from across the rather extensive franchise up to that point - on top of that it features NetPlay over SegaNet, making it a no-brainer for any Racing fan!

The difficulty curve is also weird in Shutoko Battle 2. There's a Mega Man style level select with 9 tracks where you beat up on jobbers, and then you have to race Keiichi Tsuchiya on each of those courses as boss fights. He's like 10 seconds a lap faster than you when you have a maxed out car

I really like the Expressway tracks. But a big part of that is the fact in the last few years I’ve fallen in love with the Tokyo Extreme Racer/Shutoko Battle series of highway racer games, and I get those vibes from those courses lol

So, turns out Shutoko Battle '94 starts getting fucky on Stage 6, which is the difficulty Tokyo Highway Battle starts at. Also there's a Super Famicom American as the third rival.
