Farming out to consultants just sweeps the thumbing under the rug; the consultants are under pressure to produce certain results. I matters what the assumptions are, and judging by the reports justifying PennX, the assumptions are questionable (e.g. they don't get how S-Bahn timetabling works).

Yeah, that's why we did simulations at ETA and found that none of the interfaces at Penn (train-platform, platform-concourse) could even make use of PennX. Even PennR is largely useless.

A bunch of active choices - for example, the list of Connect 2035 projects, some good (Hunter, CP 216, etc.), some bad (PennX/PennR, etc.). New York just pulled its $1.3 billion contribution to PennR, and in a counterfactual scenario in which Hochul isn't terrible, a portion could go to CP 216.

FWIW, ReThink seems to take this to mean PennX is dead and is hoping the new review will include through-running, rather than treating it as a sign that Trump will push PennX and they must mobilize against it.

The correct scope for PennX is "No Build." For PennR it's "a few additional escalators and staircases, maybe." Through-running is enabled purely by surface infrastructure projects and good rolling stock (which would need to be imported, in contrast with the Trump-Biden ideology of protectionism).

Yes, and I even wrote an "electronics before concrete, not instead of concrete" blog post complaining about German NIMBYs (tl;dr: Germany can build at reasonable costs but chooses not to build for stupid political reasons) and contrasting them with Switzerland's tunnels. But PennX is still unneeded.
