I agree they should be looking hard at batteries to reduce their modulation cost!
But the tone of the report (to me as a poor French speaker!) is very defensive, they don't consider new options. They want to keep on building new NPP and asking for large demand growth to solve modulation for them.

There is some discussion in EDF's report - ideally they would modulate each NPP when price is below their variable opex, but it might not be economic to respond to short dips, or they might have technical limits or be instructed to keep certain plants on for grid stability services.

Theoretically, NPP operators and CfD fixed rate payers should be eager to co-locate if possible or contribute to cost as it substitutes the drag of their own flex.
