Vandermeer's Ambergris trilogy perhaps? Also wondering if Raymond E Feist's Empire trilogy also applies here - there is readacross to Magician which is high fantasy but the Empire itself is fairly low magic if I recall.

The MediaCity connection feels relevant - it’s basically yards away and there’s a potential direct readacross there to the cultural sector elements of the industrial strategy. So it’s not entirely without wider strategic context.

Yeah — at least to capitalise on the initial "oh thank god it's not twitter" with some sort of seed user funding and demonstration of commitment.

(Dreamwidth did that pretty well, and while I'm not sure the DW niche has direct readacross, there are useful parallels.)
