On more than one occasion it was unclear what agency officers were with due to a lack of clear identification, including unmarked vehicles. Officers also made efforts to obscure their identity from cameras.

When conducting raids and making arrests, ICE officers must be clearly identified as such, wear a visible badge, and have a legible individual identification number. They must also clearly mark any vehicle they place arrestees in. If not, they are identical to terrorists or kidnappers.
