As another experiment, Fahdonmul teleported to Skuldafn, far, far too early. He hasn't even met Delphine yet, let alone Paarthurnax.
Odahviing is sitting in his usual spot but has no idea what to do and just stares at the player in confusion.

The dragon Fahdonmul has teleported to Skuldafn way ahead of schedule via the command "coc SkuldafnStart" The red dragon Odahviing is supposed to wish you luck and fly away, but because that mission hasn't properly started, he's just staring at the player, unsure what to do. This was is their first meeting in the game, and it was not supposed to be. This was made with Play-As-A-Dragon SE, but should also work with a non-dragon player. (He is still not hostile, fortunately) The red dragon Odahviing stares at the player. Dialogue is tied to missions, so he has nothing to say as none of his missions have started yet. This was made with Play-As-A-Dragon SE, but should also work with a non-dragon player. Seraphina successfully brought the Empire and the Stormcloaks together to have a truce meeting to deal with Alduin. With the help of another dragon Odahviing and her friend Paarthurnax she made it to Skuldafn where the portal to Sovngarde lay.

If x controls yaw, I don't invert y. If x controls roll, I invert y. I'm just being consistent. People who go "it's like an airplane" in Skyrim where x is yaw are just not consistent. It's fine to have a preference, but that explanation doesn't work.

Bethesda did this with precisely one quest and never again: when it's time to capture Odahviing within Whiterun's castle. Balgruuf won't let you while the war is on. You have to either negotiate a ceasefire up at High Hrothgar or have one side already victorious. Definite missed opportunity.
