Since 2018, ECF has been tracking the role of cycling in NECPs. For the first time, the average score has reached 5.4/10. More aggressive policies are needed to achieve the modal shift.

The communication talks about AIMING to have €100 B in funding which is unlikely as part of it would have to come from MS. Ultimately, NECPs are not investment plan as the EC once dreamed of, and under budgetary constraint, required investment might not happen.
