Yes. Now would be a great time for people to read the terrific book #ChocolateCity, by #ChrisMyersAsch and #GeorgeDerekMusgrove. DC’s often unsuccessful struggle against federal government encroachment upon its autonomy goes way back. These authors map out the history in detail.
Two things can be true:

1) The President has legal authority over the D.C. police and the D.C. National Guard that he doesn't have *anywhere else* in the country; &

2) Even if this doesn't set a legal precedent, it sets an ominous *political* precedent for pretextually overriding local government.

After the Civil War the black population in DC tripled and eventually DC became the site of the best educated and most prosperous black community in the US. #ChocolateCity @gdmusgrove @chrismyersasch #DCProBono19

By 1830 most of DC’s black population was freed and city became a beacon of freedom surrounded by slave states. They started building private schools, churches & benevolent associations for the thriving black community. #chocolatecity @gdmusgrove @chrismyersasch
