La segunda vuelta estuvo condicionada por el fuerte temporal que azotó el país durante la última semana, especialmente en el interior y la zona centro. Las intensas lluvias, las crecidas de ríos y los daños en carreteras alteraron la normalidad de la jornada electoral y obligaron a introducir medidas excepcionales. Dieciséis localidades no pudieron abrir sus colegios electorales por inundaciones y problemas de acceso, lo que obligará a cerca de 37. 000 electores a votar el próximo domingo en una jornada extraordinaria autorizada por la Comisión Nacional de Elecciones.
