I feel like part of it is that the people opposing him were also the ones who did want to police what consenting adults did in private and it was easy to link one to the other.

It's very good, but outside of having a sci-fi premise, it's not X-Files-y. More like an extended Twilight Zone episode used as a way to have a bunch of philosophy conversations.
