I think that Cox is genuinely trying to turn down the temperature here. He's often pretty decent for a Republican; for instance, he vetoed the trans sport ban in his state with the following statement:

Paranoia fits our present moment in a lot of ways.
(Although meme-wise it's a bad fit because of course Friend Computer is our friend and the High Programmers have done an excellent job programming it and suggesting otherwise is treason.)
