From my perspective, the first two steps you name are pointless until step 3 is well under way. So no, what I am saying is until there is progress on voting reform, we are better off wrestling with the Democratic Party from within rather than form a new party.

Voting reform. Replace plurality wins/FPTP with ranked choice voting (or anything honestly)

Agreed. I despise the two party duopoly, but it is entrenched by plurality wins voting systems. Voting reform is a necessary first step to viable 3rd parties.
