A good benchmark may be what executives receive in other public service positions that expect giving up some compensation. (E.g., executives of majors nonprofits, mayors or admins of large state and local government entities.) That could easily justify salaries in the $400-600k range.

While it's a tough balancing act, my gut tells me that $1 million is excessive -- the number is so far beyond normal salaries that it'll undermine public confidence.
My preferred approach is a more modest salary increase, coupled with some reimbursement for the cost of maintaining a DC residence.

Isn’t harmless error a doctrine for appellate review, though? I don’t know that Halligan can invoke it when a district court is ruling on the sufficiency of an indictment.
