I think it's bc she was a special assistant US attorney. I think the funding arrangements for SAUSAs can be weird, like sometimes another fed agency or state agency pays for the work. And I think SAUSAs can be hired on, like, a 1 year basis etc. Not sure but I'd suspect that's what's going on
