Again, this doesn't explain it all. But it's important. Press rights groups, whose members suffer at the hands of ill-trained officers in these situations, have asked LAPD command staff for more training since at least 2021.

As last LAPD chief said, "Culture eats policy for lunch." There's history.

In 2020, Los Angeles City Council commissioned the Chaleff Report about BLM protests. Appendix 13 (pg 97) has a history of crowd control training.

LAPD trainers have been calling to add more hours on crowd control for DECADES. Instead, it just gets cut back.
